I know of like mincemeat the dried fruit and beef suet but this looks like beef
I bet it’s ground beef. They call it “mince” in a lot of countries.
it's veal and pork. in Ukraine, minced meat can be different, pork, veal, beef, chicken, turkey, and there can be a mixture of these minced meats

That's one of the things we do deliberately to confuse people. "Mincemeat" - as in the filling for mince pies - and minced meat or mince are not the same thing. Although once upon a time, mincemeat actually did contain beef, and sometimes still contains beef suet (fat).
