The Democratic Republic of Congo (DRC) is preparing to organize its fourth electoral cycle after the democratic transition of 2003-2006. In recent years, the country has faced a wave of protests linked to the 2018 presidential elections. This electoral crisis is one of the sources of the various contacts affecting the DRC, in particular armed conflicts, population uprisings, ethnic conflicts, population movements, and so on.
Fighting in the East of the country and in other regions has deprived more than a million citizens of their voting cards. The opposition, faced with increased repression from the government and an independent national electoral commission (CENI) that it sees as favorable to the ruling party, is tempted to reject every stage of the process. At the same time, the risk of localized violence is high. A close or disputed presidential result could also lead to a national crisis, as was the case in 2018.
On 31 January 2023, the Independent National Electoral Commission (CNIEN) announced the end of voter identification and registration operations. However, CNIEN's figures show that registration rates are much higher than expected, and opposition presidential candidates are already talking about the risk of "cheating" .
Other catalysts are raising fears of violent post-election demonstrations, notably the debates on the Independent National Electoral Commission (CENI), which some candidates believe is not truly independent, the quality of the voters' cards, the unsatisfactory voter registration process, the unstable and volatile social climate currently affecting the country, and recent reports of the loss of some thirty CENI agents.
In the week of 13 November 2023, inter-community violence broke out in MALEMBA NKULU, a locality in the province of Haut - Katanga. The situation was triggered by the murder of a motorbike taxi driver by alleged bandits identified as nationals of the Kasai region. In retaliation, the victim's colleagues attacked members of the Kasai community living in Malemba Nkulu. Tension between the communities of Katanga, the region of origin of one of the opposition presidential candidates, and Kasai, the region of origin of the current president, is simmering just a few days before the elections.
In view of the above, there could be situations of unrest linked to the electoral process in particular:
- Clashes between supporters of political parties during the campaign, on election day and after the results were announced.
- Population movements in stable areas and accentuation in the east of the country.
- Extension of armed conflicts to other areas during the campaign and after the elections.
- Jubilation and frustration following the publication of the results.
- Worsening social situation (difficult access to health centers', markets, water, electricity and internet cuts, etc.).
- Risk of calls for demonstrations by political parties.
- Inter-community violence,
The NS must be prepared and have the capacity to deal with the unfolding situation and potential impact in line with the scenario analysis in its contingency plan.

DR Congo: Violence exacerbates malnutrition in North Kivu, DRC

In North Kivu province, Democratic Republic of Congo (DRC) , an average of 800 children suffering from severe acute malnutrition have been admitted each month for treatment to hospitals in Mweso and Masisi since the beginning of the year. This figure is almost double that of the previous year.
The scene of armed conflict for years, Masisi territory has recently seen a resumption of armed clashes between the Congolese armed forces, the M23 movement, and various other armed groups. This has led to the displacement of many people from their homes, and worsening an already critical humanitarian situation.
Even though malnutrition is not a new challenge in Masisi territory, Médecins Sans Frontières (MSF) medical teams have observed this year a worrying increase in the number of children with severe acute malnutrition with complications. Between January and September 2023, nearly 7,500 children were treated in Masisi and Mweso hospitals.
"My child fell seriously ill, but what struck me most were his eyes: they were sunken and empty," says Micheline, a displaced woman whose son was hospitalised in Mweso. "I rushed to the health centre, and they transferred him to hospital. It's the first time one of my children has suffered from malnutrition."
The nutrition situation of children, including displaced families , has deteriorated abruptly this year, largely due to the upsurge in violence, which has a direct impact on the socio-economic situation of communities. Few medical facilities remain functional, and those that are open, are often short of essential medical supplies. The health authorities struggle to support local medical facilities and supply them regularly with medication and therapeutic foods used to prevent and treat malnutrition.
"My daughter started to swell gradually -- first her face and then all over her body," says Mandela, whose daughter is being treated in the MSF-supported Masisi hospital. "I took her to the health centre where they gave her some peanut-based paste, but not enough to allow her to recover. On the fourth visit, as her condition had worsened, the doctors referred her to Masisi hospital."
When children with moderate malnutrition fail to receive proper treatment in health centres, they are more likely to become severely malnourished and suffer medical complications, which are much more difficult to cure.
"If simple cases of malnutrition are not treated in the health centres, the number of hospital admissions increases," says Dr Nadine Neema Mitutso, medical activities manager at Masisi hospital. "Today, there are almost as many admissions to hospital intensive care units as there are to outpatient malnutrition programmes in health centres. Yet most of these hospital admissions could be avoided if children were treated in a preventive manner in health centres."
After leaving the hospital, families are faced with the same difficulties getting hold of both regular and therapeutic food, so the risk of relapse is high.
"To put an end to this vicious circle, a holistic response needs to be provided by all organisations in the region," says Carole Zen Ruffinen, MSF project coordinator in Mweso. "Sustainable solutions need to be found to meet people's growing nutrition needs."
Violence disrupts normal life
Over recent months, the M23 armed group has moved into Masisi territory.
Clashes have led to mass displacements of communities and hampered people's access to fields, markets, schools, and medical facilities, exposing them to permanent food insecurity.
Masisi territory is characterised by its fertile hills, where agriculture remains the main economic activity and its communities depend on it to feed themselves. In recent months, access to the land has been more restricted by armed men setting up checkpoints and 'tax points' on the roads. People have difficulties reaching their land and are often forced to abandon them, leaving their crops unharvested.
"Because of the armed men, I can't get to the fields every day," says Fahida, whose son is in Masisi hospital. "When we take the road, we are afraid of meeting armed men along the way. They demand money and may even kill or rape us."
With people's access to markets hampered, there has been a reduction in trade, while food shortages have led to a significant rise in prices. Last year, a bag of cassava flour cost around 500 Congolese francs (around €0.18). Since then, it has quadrupled in price and now costs the equivalent of a day's work in the fields, even though it is not enough to feed a family for a day.
"Back home, we never went a day without eating," says Sifa, who took refuge with her family at the Katale site for displaced people four months ago, after fleeing fighting in her home village. "But here we have nothing, our lives are miserable."
"Two months ago, my daughter Annika died of malnutrition in the hospital," Sifa continues. "She was seven years old. We arrived [at hospital] too late. I tell you, poverty is going to kill us all."
MSF calls on other organisations working in North Kivu to ensure a sustainable operational presence to prevent the disastrous consequences of malnutrition. We also call on Congolese authorities and donors to strengthen the medical response capacity of health facilities, particularly in terms of malnutrition treatment.

Geneva/Kinshasa – The International Organization for Migration (IOM) is intensifying its efforts to address the complex and persistent crisis in the Democratic Republic of the Congo (DRC) as the number of internally displaced people climbs to 6.9 million people across the country – the highest number recorded yet. For the first time, nationwide displacement data has been collected in all 26 provinces of the country by the United Nations through IOM’s Displacement Tracking Matrix .
With ongoing conflict and escalating violence, the DRC is facing one of the largest internal displacement and humanitarian crises in the world.
As of October 2023, most internally displaced persons, about 5.6 million (81 per cent of the total IDPs) live in the eastern provinces of North Kivu, South Kivu, Ituri, and Tanganyika. Conflict has been reported as the primary reason for displacement. In the eastern province of North Kivu alone, up to 1 million people have been displaced due the ongoing conflict with the rebel group “Mouvement du 23 Mars” (M23). More than two-thirds of the internally displaced persons, nearly 4.8 million people, live in host families.
As the security situation, particularly in North Kivu and Ituri, continues to deteriorate, movements become more frequent and humanitarian needs soar.
“For decades, the Congolese people have been living through a storm of crises," explains Fabien Sambussy, IOM’s Chief of Mission in DRC. “The most recent escalation of the conflict has uprooted more people in less time like rarely seen before. We urgently need to deliver help to those most in need.”
Despite limited humanitarian access and security concerns, IOM remains committed to providing critical assistance to displaced persons, returnees and host communities affected by the crisis.
IOM has been actively involved in managing 78 displacement sites hosting over 280,000 internally displaced people. Since the scale up was declared in June this year, 3,347 emergency shelters were constructed, 7,715 non-food item kits with essential supplies were distributed, and 17,116 individuals benefited from water, sanitation and hygiene assistance. Moreover, IOM is enhancing mental health and psychosocial support services for site residents, facing psychological distress.
The Organization aims to support an additional 10,000 households (50,000 individuals) in the next three months. But many more people desperately require assistance to meet their basic needs.
IOM operations in the DRC remain significantly underfunded; less than half (37%) of the requested USD 100 million has been received. While acknowledging the limitations posed by limited humanitarian access, IOM is advocating for additional land to set up sites in North Kivu, enhanced security and increased resources to meet the most pressing needs of communities affected by protracted and repeated internal displacement.

The bombing of internally displaced persons (IDP) camps in North Kivu, Democratic Republic of the Congo (DRC) today shows the urgent need for international and national action to protect civilians during the escalating conflict, Physicians for Human Rights (PHR) said today.
“Today’s bombing of internally displaced persons camps has once again has put Congolese civilians in the crossfire,” said Sam Zarifi, JD , PHR executive director. “All belligerents must respect the protection of civilian sites, including IDP camps, under international humanitarian law. It is unacceptable that people who have already fled for their lives are now being attacked in what should be a refuge.”
At least nine people were killed in the attacks, according to Reuters . Goma hosts at least 500,000 displaced people, according to the United Nations . Médecins Sans Frontières DRC said on X that it had to halt distributions and medical consultations following the attacks.
“Our partners who work in the IDP camps in the Mugunga area have reported scenes of carnage,” said Zarifi. “Humanitarian aid workers must be safe to save lives and do their jobs. National and international policymakers must work to protect DRC civilians during this mounting crisis.”

As violent conflict and mass displacement escalates in the North Kivu province in eastern Democratic Republic of Congo (DRC), Physicians for Human Rights (PHR) calls on all parties to the conflict to protect civilians caught in the crossfire, abide by international humanitarian law, and ensure assistance to displaced people.
“The deteriorating situation in North Kivu has become dire and warrants immediate action by combatants and the international community alike,” said Joyeux Mushekuru, DES, DRC coordinator for PHR. “We are alarmed by reports of heavy artillery being placed near the Bulengo IDP (internally displaced persons) camp, where PHR partners with HEAL Africa to provide support to child survivors of conflict-related sexual violence.”
“North Kivu is on the brink. Civilians and medical facilities are already caught up in the mounting clashes,” said Mushekuru. “Combatants must immediately follow the principle of distinction and avoid hostilities near civilian sites. International actors must urgently work to provide support to people affected. We call on the United Nations, African Union, and DRC’s neighbors to mobilize to achieve peace, which remains the lasting solution to insecurity in eastern DRC. Without these critical steps, the region is at risk of an escalating catastrophe.”

Background
The M23 group resumed attacks in North Kivu in November 2021. It claims to be fighting for the implementation of previous political agreements with the Congolese government, which provided for the safe return of Congolese Tutsi refugees, among other demands.
The group has since taken several towns in North Kivu. After several months of relative calm following a ceasefire, intense fighting resumed in January, resulting in at least 35 civilians killed, dozens wounded and over 135,000 more forced to flee. The Congolese army has been fighting along with dozens of local militias, European mercenaries, and other armies, while the M23 continues to enjoy Rwanda’s support according to UN reports.

RE: Peace and conflict in the Democratic Republic of Congo
Conflict in the eastern provinces of the Democratic Republic of Congo is at a crisis point. Vulnerable communities are bearing the brunt through deaths, sexual violence, humanitarian crisis and displacement. As civil society1 organisations working in DRC, we call on the Security Council to take urgent, stronger and more sustained action towards peace.
Conflict is estimated to have cost 6 million lives since 1996. Since the beginning of 2023, nearly 1 million people have been newly displaced2 – with over 900,000 displaced in the North Kivu province alone since March 2022. The overall number of people displaced in DRC hit a record high of 6.9 million in October. Women and girls are severely impacted, as sexual and gender-based violence is high and rising. Children are being kidnapped or recruited by armed groups and many have not had a stable home or education for two years. Armed violence present in the region is increasing, amid an already hyper-militarised context. Moreover, greater flows of arms and ammunition, and the continuing “state of siege” in Ituri and North Kivu provinces are only exacerbating the situation.
Elections in DRC have historically been challenging, and those scheduled for December 2023 heighten risks to an already dire situation. Frustrations are growing among people prevented or intimidated from registering to vote or campaigning due to insecurity. There are increasing concerns that credible elections cannot be held in many areas of the east, which is likely to further increase violence.
We acknowledge the efforts made by the Security Council member states and others to support and improve political processes in the region, and the role of MONUSCO in eastern DRC. However, more must be done, and urgently, to avoid a disaster.
This conflict has slipped too far down the international agenda and the people of eastern DRC are paying the highest price. We urge you to bring key actors together, at the highest levels and including civil society, for a political solution in the region. Reform of DRC’s security sector is crucial, as is a strong political strategy for the eastern part of the country. Many actors inside and outside the country continue to pursue interests that are contrary to peace, such as benefiting from the exploitation of resources sustained by violence, at a tragically high cost to local populations. We ask the Security Council to press the facilitators and participants of the Nairobi and Luanda processes to move beyond short-term interests and stalemates to build solutions that put peace and security for eastern DRC’s population first.
These political efforts need to be much more inclusive and led by the expertise of local peacebuilders and civil society. The Security Council has made repeated commitments to inclusive peace efforts, but we have not seen this result in inclusive peace in reality. We ask the Security Council to call this out and press harder for genuine inclusion of civil society, especially women and young people from eastern DRC itself, in the peace processes. Civil society participation produces both better solutions and greater pressure on often self-interested elite political actors to find those solutions. It is vital and urgent to enact this option.
Civil society in DRC requires urgent additional support for its crucial work on the ground. Amid the conflict, thousands of brave individuals and organisations continue to work hard to improve community security, collect evidence on and respond to emerging crises, reduce recruitment to armed groups, and build trust between populations, maintaining vital strands of the Great Lakes region of Africa’s fragile social fabric. MONUSCO’s accelerated transition and withdrawal amid escalating levels of conflict, make this work even more important. We ask the Security Council to guarantee sustained, flexible and committed international support for peacebuilding alongside, and integrated with, responses to the region’s urgent development and humanitarian needs.
The international community’s supervision and monitoring of the MONUSCO withdrawal is crucial.
This process must proceed according to the priorities of communities who will be most directly affected and include direct support to those communities to build their capacities and minimise the potential security vacuum. We ask the Security Council to provide assurance and proof that the voices and priorities of civil society in DRC will be considered in the process of the MONUSCO withdrawal, including in the upcoming United Nations Security Council debate.
The people of eastern DRC need peace above all else. After decades of conflict, their needs must come first. We urge you to put these issues at the top of the Security Council’s agenda and to take the urgent actions necessary for peace to be built and sustained.
