Universities in most other countries simply don't do that.
The statement is also assuming that people who makes poor management decisions are held accountable. This is rarely true.
But surely they don't? In the meaning that a computer is only a tool running a program written by other humans. It takes a human to use the output of the computer and then make the decision based on that information.
