there's just no process to give that kind of consideration to 3rd party petitions, and it would be difficult to come up with one. The comments process isn't that well publicized, but thanks to a few people like John Oliver it does get out there on big issues like net neutrality or AI.
seeing some Discourse on here today about it, but my agency just got 5,000+ comments on one issue from all kinds of people (not just professionals or lobbyists) and presented to the whole staff about the analysis of the feedback.
Federal agencies HAVE to consider public comment on items in the federal register as part of the process of making agency rules (which differs from US code). There's not a lot of procedure for including other types of public input. But people really do do it! It's not that difficult or impossible!

actually amazed I’m still working on this book
my current status with how long moving, packing, driving etc are taking: I downloaded a 45-hour-long audiobook that still doesn’t really make sense or have a plot 6 hours in, and we’re sticking with it and will probably finish it before the due date in 10 days
amazing what not having to carry everything a quarter mile does
lol after loading the van took 14 hours, unloading it took 35 minutes
which i'm sure will make unpacking tomorrow very fun. (i've already secured a couple of people to make this easier, but I will be very surprised if I can stand up in the morning.)
